What is the Curriculum Committee?
Merritt’s curriculum development and approval processes comply with the California Education Code, California Code of Regulations Title 5, California Community Colleges (CCC) Chancellor’s Office’s Program and Course Approval Handbook (8th Edition), and Peralta Community College District’s Program and Course Approval Handbook (4th Edition).
Faculty have the “primary responsibility for making recommendations in the areas of curriculum and academic standards” [CA EDC § 70902(b)(7)]. Faculty members are only authorized to develop curriculum in their faculty service area of record.
Approval of the curriculum is a time-consuming process. Due to the various stages of review required by statute, regulation, and policy at both the local and state levels, new curriculum or major changes to existing curriculum should generally be submitted for approval at least two semesters prior to planned implementation.
All course and program proposals developed by Merritt faculty are reviewed by the Curriculum Committee, a committee of the Academic Senate. Once approved by the Curriculum Committee, curriculum proposals are forwarded to the District Council on Instruction, Planning, and Development (CIPD). Because the District uses a uniform course numbering system, consultation on common curriculum must occur among the Colleges prior to CIPD review. Curriculum proposals accepted by the CIPD are then presented to the Board of Trustees for ratification.
In addition to local review, some categories of curriculum require additional vetting at the regional and state levels. Career Technical Education programs must be recommended by the Bay Area Community College Consortium. New credit programs, substantial changes to credit programs, and all noncredit curriculum must be approved by the CCC Chancellor’s Office.
Curriculum is reviewed on a regular basis aligned to the program review cycle. All Career Education (CE) courses and programs must be reviewed every two years. All non-CE courses and programs are reviewed every three years.
Committee Members
The Curriculum Committee is a committee of the Academic Senate, responsible for making recommendations on all matters relating to curriculum development and approval. Curriculum Committee faculty representatives are appointed by the Academic Senate.

The Merritt College Curriculum Committee (MCCC) meets regularly on the 2nd and 4th Thursday of the month, 12:00-1:30 p.m., in the Learning Center conference room (L137). The generic public can also view and make comments via Zoom
Curriculum Review
Curriculum Review Criteria
Merritt College has an established process for regular curriculum review to ensure the quality and integrity of all active courses and programs in accordance with five essential criteria established by the California Community Colleges Chancellor’s Office:
- Appropriateness to Mission
- Need
- Curriculum Standards
- Adequate Resources
- Compliance
These criteria are based on “statute, regulation, intersegmental agreements, guidelines provided by transfer institutions and industry, recommendations of accrediting institutions, and the standards of good practice established in the field of curriculum design” (Program & Course Approval Handbook, 8th Edition, p. 24).
Curriculum Review Requirement
Based on the requirements outlined above, the Curriculum Committee has determined that 1) all Career Education (CE) courses and programs shall be reviewed and updated every two-years and 2) all non-CE courses and programs shall be reviewed and updated every three years.
Curriculum Review Cycle
Based on the requirements outlined above, the Curriculum Committee has determined that:
- Non-CE curriculum should be reviewed in a three-year process aligned to the comprehensive program review cycle; and
- CE curriculum should be reviewed in a two-year process in conjunction with the program review/annual program update cycle.

Curriculum Consultation Process
Consultation is a process of communicating curriculum proposals with colleagues and having acknowledgement and/or discussion of the curriculum proposal.
The following document is designed to present protocols for consultation, allow for increased
communication/collaboration among peers, and build consistency in curriculum across the district. This process cannot account for every consultation circumstance that may arise, yet provides a framework for which discussions may be initiated.
Consultation of courses among Colleges is necessary to ensure:
- Appropriate use of district resources
- Course delivery to students in convenient locations
- Adequate enrollment in all courses at all colleges
- Curriculum taught at more than one college has identical information per UCN policy requirements/state mandates
- There is no unnecessary overlap of curriculum across the district
Situations which require consultation (New or modified programs do not require consultation):
- Requesting to clone a course from another campus, (Cloning course assumptions: Cloner will not change any items that would affect catalog or be a substantial change)
- Developing a new course
- Reactivating a course
- Updating any items in the list below to an existing course
Please use this form any time that you create a new course, clone a course or make changes to course descriptions of existing courses that are offered at the other Peralta Colleges
